Muleba District Council

Muleba District Council (Halmashauri ya Wilaya ya Muleba) is a local government authority located in the Kagera Region of northwestern Tanzania. It is one of the six districts in the region and plays a significant role in regional governance, development, and service delivery.

Geographic and Demographic Overview

• Location: Muleba District is bordered to the north by Bukoba Urban and Bukoba Rural districts, to the south by Biharamulo District, to the east by Lake Victoria, and to the west by Ngara and Karagwe districts. The district covers an area of approximately 3,518 square kilometers.

• Population: According to the 2022 Tanzania National Census, Muleba District had a population of 637,659 people.

• Administrative Divisions: The district is administratively divided into 43 wards, including Kamachumu, Kashasha, and Nshamba.

Economic and Social Context

Muleba is considered among the less developed districts in Tanzania. Its economy is primarily based on traditional agriculture, with challenges such as low crop prices, post-harvest losses, and limited access to modern farming techniques affecting productivity and income levels. The district also faces issues related to inadequate social services, including education, healthcare, water supply, and transportation.

Governance and Services

The Muleba District Council oversees various departments responsible for delivering public services, including:

• Education: Managing primary and secondary schools, as well as teacher training institutions.

• Health: Overseeing hospitals and health centers, such as those in Rubya, Ndolage, and Kagondo.

• Water and Sanitation: Implementing projects to improve access to clean and safe water.

• Agriculture and Livestock: Supporting farmers and livestock keepers with extension services and resources.

• Infrastructure: Developing and maintaining roads and public buildings.

The council also engages in environmental conservation efforts, such as tree planting and sustainable land use practices.

Development Initiatives

Various projects have been implemented to improve living conditions in the district. For instance, the Tanzania Association of Environmental Engineers (TAEEs) collaborated with the Muleba District Council on the Rural Water Supply and Sanitation Program (RWSSP), which aimed to provide clean water to several villages, including Kyota, Ruteme, Kagulamo, and Kabare.
