Mwanza City Council is the governing body of Mwanza City, Tanzania’s second-largest urban center, situated on the southern shores of Lake Victoria. The city is administratively divided into two districts: Nyamagana and Ilemela. Nyamagana attained city status in 2000 and is governed by the City Council, while Ilemela, being more rural, is managed by a Municipal Council .

Governance and Strategic Direction

The council operates under the leadership of Lord Mayor Mr. James Bwire and City Director Mr. Kiomoni Kiburwa Kibamba . Its administrative structure comprises 12 divisions, 21 wards (12 in Nyamagana and 9 in Ilemela), 481 sub-wards (mitaa), 8 villages, and 72 sub-villages (vitongoji) .

The current Strategic Plan (2021/22–2025/26) aims to position Mwanza as an economic hub with a conducive environment for investment and the provision of quality services for sustainable community development. This plan aligns with national frameworks such as Tanzania’s Development Vision 2025 and the Third National Five-Year Development Plan .

Demographics and Economy

As of the 2022 census, Mwanza City has an urban population of approximately 1.1 million people . The city is ethnically diverse, with major groups including the Sukuma, Zinza, Kerewe, Kara, Haya, and Kurya, alongside minorities such as the Nyamwezi, Arabs, and Asians .

Economically, Mwanza thrives on fishing, particularly Nile perch processing, mining, agriculture, and small-scale industries. The city hosts several fish processing plants and has a significant number of small and medium enterprises engaged in various manufacturing activities .

Infrastructure and Services

Mwanza is well-connected through road, rail, water, and air transport. The ongoing construction of the Kigongo–Busisi Bridge, expected to be completed by May 2025, will further enhance connectivity by linking Mwanza to the Geita Region across the Gulf of Mwanza .

In terms of social services, the city has made strides in education and healthcare. For instance, in Nyamagana District, there are 57 secondary schools, with a mix of public and private institutions, and healthcare facilities including hospitals and health centers .

Development Initiatives

Mwanza City Council is actively involved in various development projects aimed at improving urban living conditions. These include initiatives in sustainable urban mobility, waste management, and community development, often in collaboration with national and international partners .
