Position Summary
The Project Manager will provide overall leadership, coordination, and oversight for the implementation of the Soybean Value Chain Support Project. The role ensures efficient project delivery, alignment with donor and PASS Trust requirements, and compliance with approved frameworks and reporting standards.
The Manager will coordinate implementing partners, monitor project performance, and ensure timely submission of reports. This position will also work closely with PASS’s Business Development Services (BDS) team to deliver technical support, promote access to finance, and operationalize PASS Trust’s credit guarantee contribution to the soybean value chain.
Key Responsibilities
1. Project Coordination and Oversight
- Lead effective implementation of the project in line with approved workplans, budgets, and results frameworks.
- Coordinate performance of implementing partners for timely and compliant delivery.
- Ensure interventions meet donor, PASS Trust, and cross-cutting compliance requirements.
- Maintain engagement with local authorities, farmer groups, and soybean value chain stakeholders in Ruvuma and beyond.
2. Financial and Administrative Management
- Oversee financial management, budget tracking, and disbursements in collaboration with the Finance Department.
- Review and validate partner financial reports for compliance and accuracy.
- Ensure transparency and adherence to financial and procurement policies of both PASS Trust and donors.
3. Monitoring, Evaluation, and Learning (MEL)
- Develop and implement a robust MEL framework to track progress, outcomes, and lessons learned.
- Oversee data collection, quality control, and performance-based reporting.
- Coordinate quarterly reviews, evaluations, and learning sessions.
- Align reporting with donor and internal accountability systems.
4. Technical Oversight and Access to Finance
- Work with the BDS team to deliver high-quality technical assistance to soybean value chain actors.
- Facilitate the rollout of PASS Trust’s credit guarantee to enhance access to finance for farmers and processors.
- Strengthen farmer groups’ financial readiness to qualify for lending and guarantees.
- Manage technical consultancies, studies, and innovation pilots that boost competitiveness and sustainability.
- Promote climate-smart, gender-sensitive, and inclusive financing practices.
5. Reporting and Donor Compliance
- Consolidate narrative and financial reports for donor submission after internal approvals.
- Ensure compliance with donor contractual obligations, including gender, environment, and anti-corruption requirements.
- Serve as the main liaison between PASS Trust and the donor for project performance and reporting.
- Maintain accurate documentation and a complete audit trail.
6. Stakeholder Engagement and Representation
- Represent PASS Trust in project meetings, sector events, and government coordination platforms.
- Foster collaboration with public, private, and development partners in the soybean sector.
- Support communication and visibility initiatives showcasing project results.
7. Team Leadership & Supervision
- Lead and mentor a multidisciplinary project team for effective delivery.
- Provide technical and managerial guidance to staff and implementing partners.
- Facilitate training and capacity-building initiatives.
Qualifications and Experience
Essential:
- Bachelor’s degree in Agricultural Economics, Agribusiness, Project Management, Development Studies, or related field.
- Minimum of 5 years’ progressive experience managing donor-funded agricultural or agribusiness projects.
- Strong leadership, coordination, and stakeholder management abilities.
- Excellent analytical, financial, and reporting skills.
- Proven capacity in Monitoring, Evaluation, and Learning (MEL).
- High-level communication, negotiation, and representation skills.
- Ability to work independently, manage pressure, and meet deadlines.
- Strong commitment to accountability, transparency, and ethical standards.
Desirable:
- Master’s degree in Agriculture, Agribusiness, Rural Development, or Project Management.
- Certification in project management.
- Experience in agribusiness development, access to finance, or credit guarantee schemes.
- Familiarity with the Tanzanian agricultural policy landscape.
- Understanding of gender and youth inclusion in rural development.
- Knowledge of the soybean or grain value chain.
