The purpose of this individual consultancy is to provide technical assistance to establish a clear and sustainable foundation for the CHW supply chain in Tanzania. The outcomes will inform national and subnational planning, guide resource allocation, and support the development of operational tools and processes. Health facility managers at the primary care level — particularly at dispensaries and health centers — will be better equipped to coordinate with CHWs and ensure commodity flow is maintained. Most importantly, CHWs themselves will gain structured guidance and support for managing commodities in their daily work, ultimately leading to more reliable and effective service delivery at the community level.

The consultant will work with the Ministry of Health (MOH) and the President’s Office – Regional Administration and Local Government (PO-RALG) in assessing, designing, and initiating a formalized and sustainable supply chain system for Community Health Workers (CHWs) in Tanzania. The goal is to ensure CHWs have consistent access to essential commodities and tools required to deliver timely, quality healthcare at the community level

To qualify as an advocate for every child you will have…

▪ Advanced university degree in Public Health, Logistics and Supply Chain Management or related discipline with a background in health (Pharmacy, Supply Chain Management, Logistics, Health Systems Management, Medicine, or other relevant health disciplines)

▪ Five (5) years of Technical Expertise in health commodities supply chain management, especially at the community health worker (CHW) level

▪ Strong understanding of community health systems, primary healthcare, and public health principles.

▪ Proven experience in designing, strengthening, or managing supply chain systems for health programs (especially in low-resource settings)

▪ Familiarity with LMIS (Logistics Management Information Systems) and eLMIS (electronic LMIS) tools and platforms.

▪ Ability to conduct supply chain assessments, identify gaps, and propose practical solutions

▪ Proven experience in developing guidelines and strategic documents

▪ Proven work relations with national (MoH, PORALG), regional, district, and sub-district structures (RHMT and CHMT level).

▪ Excellent communication skills (both written and verbal) to be able to liaise with a wide variety of people, good attention to detail.

▪ Fluency in written and spoken English and Swahili is required.

▪ Strong analytical skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
