Director of Financial Sector Management Programme
This position provides strategic direction and oversight for programs that strengthen financial sector development, stability, and innovation across the MEFMI region. The Director will collaborate with member countries, regulators, and stakeholders to promote best practices and build sustainable financial systems.
Key Performance Areas:
- Lead the development and implementation of financial sector management strategies and programs.
- Support member countries in strengthening financial regulation, supervision, and innovation.
- Assist member countries with sovereign asset management processes.
- Develop and implement training modules on emerging technologies, including fintech, blockchain, artificial intelligence (AI), cybersecurity, digital currencies, trading technologies, and data solutions.
- Monitor developments in emerging technologies and provide advisory support to regulators and governments.
- Promote regional financial integration and stability.
- Conduct and disseminate research on emerging financial sector issues.
- Support country authorities with systems for trading and portfolio management, including performance measurement and attribution.
- Assist country authorities with enterprise-wide risk management throughout the ERM chain/cycle.
- Prepare an annual work program for financial sector management for inclusion in the MEFMI prospectus.
- Build strong partnerships with financial regulators and promote knowledge sharing among stakeholders.
- Assist in selecting candidate fellows, develop customized training plans (CTPs), and ensure graduate and accredited fellows participate in capacity-building activities in the financial sector.
- Ensure the stability of financial sector programs.
Qualifications and Experience:
- Master’s degree in finance, economics, or a related field.
- At least 15 years of senior-level experience in financial sector management, regulation, or policy in a central bank, ministry of finance, or other regulatory body in the financial sector, or a regional/international organization.
- Specialized training in financial technology (fintech), foreign investment management, financial supervision, or digital finance is highly desirable.
- Demonstrable understanding of financial sector management systems and/or sovereign asset management.
- Proven track record in designing and delivering capacity-building programs.
Director of Macroeconomic Management Programme
This position provides strategic direction and oversight for programs supporting macroeconomic policy formulation, economic governance, and sustainable development in member countries. The Director will oversee the design and delivery of training modules in macroeconomic theory, policy analysis, fiscal and monetary policy, and economic forecasting, while engaging with governments, central banks, academia, and international organizations to align programs with training needs.
Key Performance Areas:
- Lead the design and execution of macroeconomic management programs.
- Ensure course content aligns with emerging trends and training needs in fiscal, monetary, and trade policy, among others.
- Oversee capacity-building initiatives in macroeconomic policy analysis, modeling, forecasting, macroeconomic statistics, private capital flow monitoring, and gender-responsive economic policy management.
- Conduct and disseminate research on macroeconomic issues.
- Prepare an annual work program in macroeconomic management for inclusion in the MEFMI prospectus.
- Strengthen collaboration with governments, research institutes, universities, central banks, and international partners.
- Assist in selecting candidate fellows, develop customized training plans (CTPs), and ensure graduate and accredited fellows participate in capacity-building activities in macroeconomic management.
- Ensure effective delivery of program objectives.
Qualifications and Experience:
- Master’s degree in economics, macroeconomic policy, finance, or a related field.
- At least 15 years of senior-level program/departmental leadership experience in designing and delivering capacity-building programs in a central bank, ministry of finance, or regional/international organization.
- Excellent analytical, strategic thinking, and partnership-building skills.
- Excellent communication and presentation skills.
Additional Advantages for Both Positions

Benefits
The successful candidates will be appointed on a fixed-term contract of three years, renewable subject to satisfactory performance. MEFMI offers an attractive remuneration package in US dollars, competitive with similar regional organizations.
Location
Both positions are based at the MEFMI Secretariat in Harare, Zimbabwe. The official language of the institute is English.
